Alter starting gears and stats

Nothing much just my personal mod to change initial classes starting gear and stats to fit my fashion souls fantasy. Uploaded here just for reference. Do whatever you want with the file.
Added my regulation file. Not recommended for direct use since its heavily modded. Just extract what you need from it.
In case people don’t know how to import the csv file:
1. Open Yapped
2. Open YOUR regulation file
3. Tools > Import Data > Select the csv file
